...International (HSI) declared the establishment of the sanctuary a long-awaited victory for the endangered shark.
"Without a doubt the greatest threat to grey nurse sharks is from fishing and accidental hooking," said Rebecca Keeble, HSI spokeswoman.
"Finally, this habitat of immense importance has received protection as a strict nature reserve."
The HSI said the reserve should be 50 per cent larger to properly protect the sharks.
The NSW Government will be responsible for enforcing the new restrictions but the commonwealth is buying out several commercial fishing operations which worked the area.

The Council's Cate Faehrmann says she hopes the State Government will close off the habitats when it considers the issue next month.
"In terms of looking at the next step, they said because the State Government is going to consider, by the 16th of November, closing off these sites, it's over to them," she said.
"We didn't protect it this time with this court case, but we have another month's worth of campaigning. We'll go to the
NSW Government and say, 'okay, the ball's in your court'."

"Given the inherent susceptibility of these species, that exploitation, new exploitation should be handled very carefully and with proper research," Dr McAuley said.
But shark fishermen say they know best about what needs to be done.

Tightening rules
Both sides of this fishing debate want the
NSW Government to do more to protect both the industry and shark numbers.
Those already in the game, like Bill Litchfield, want the Government to ban commercial shark fishing to any new players.
"You'll find now that each month there's going to be more players. Players come in all the time," he said.
Mr Litchfield says shark fishing by the current operators is sustainable.

The Queensland and NSW governments use nets to stop sharks establishing beach areas as their territory. In NSW, live sharks caught in the nets must be released. The
NSW Government used to deploy the nets all year round, but concern about catching whales in the nets during the winter migration led authorities to shorten the meshing season to September through to April.
Second-generation shark hunter Paul Grunsell said yesterday the policy had led to a sharp increase in shark numbers in the Newcastle area, where he runs fishing tours. "It was a really violent move," Mr Grunsell said.
